January 27th, 2016 Townhall Update

Hello Everyone,

More than 200 residents attended a ‘town hall’ meeting hosted by Mayor Larry Spilak. The objective was to provide an update on the status of various municipal initiatives and to provide us with the facts.

The first topic discussed was related to the progress of the Inter-municipal Development Plan (IDP). Several Open Houses have been held and various community associations have provided input. The IDP is being negotiated with Calgary to define an area that might be annexed in the next 20+ years. In the meantime, growth in the negotiated area would continue to be the responsibility of the MD although there could be some affected parcels.

The area that has been identified as the growth corridor lies west of MacLeod Trail, south from HWY 552. It includes DeWinton and extends west for a total of 14 Sections. This area had been one of the four options identified in previous sessions and can be found in the IDP documentation at the MD website.

This area was deemed to make sense as it would provide a logical corridor for Okotoks to grow north and Calgary to grow south.  At this time, there are no other areas under consideration in the IDP process.

The second item on the agenda was the Calgary Regional Plan status. This planning group was started in 1999 but the MD opted out of the group due to the structure and the veto power of the City, Other MDs did the same. Through a mediation process, the issues were resolved, but the MD has not rejoined the group. The MD is pleased with the current status of the plan.

Lastly, there was information about pending Municipal Act changes and the creation of Area Management Boards, going back to a style from the ‘90’s. The MD does not favour this and with Wildrose MLA Wayne Anderson in attendance, the message was given to him to take to Edmonton. This Board is scheduled for implementation in 2017.

There were many questions and the group was quite engaged. As far as other land use requests in the queue, Larry stated that the MD has no applications from Walton Group or Ribstone.

A session is currently planned for March 2nd to provide further updates on the final IDP document, before it is sent for approval to both the City and MD councils. Detailed maps and information can be found on the MD website.

Hi Everyone,

It’s hard to believe that we are at the end of 2015 already but here we are!

In this time of season, it is customary to take a few moments to reflect upon the events of the year. We here at FRFRD felt that this would be a good time to bring everyone up to speed on where we are at on a number of issues in the community.

What’s Happening With Ribstone Ranch Development?

The short answer: We don’t know.

Their website has not been updated since February 2015 and we have not heard anything of late. We do know that they have not yet submitted an area structure plan (ASP) to the MD of Foothills. We will continue to monitor the situation and let you all know if the status changes.

What is the Walton Group Development?

The short answer: A developer that has stated their goal is to build 3700 homes in our rural community.

The Ribstone development spurred the creation of FRFRD, but over the course of this past year, we became aware of another purposed development for the Davisburg/Dewinton area. It is called the Walton Foothills Development. We have heard from a number of local people about their concerns surrounding this potential development. We share those concerns.

As a result of these concerns, we have taken the following actions:

  1. We have added another section on our website dedicated to providing related information and tracking the progress of the development.
  2. The Walton Group met with our several members of our team in late October to discuss their plans and our concerns. This meeting is a part of the Walton Group’s community engagement process.

The FRFRD team felt that overall, the meeting was beneficial to both parties involved.  As a direct result of the meeting, the Walton Group created a list of our concerns and will attempt to incorporate our concerns into their design plan.  They have stated that they would like to submit an area structure plan to the MD of Foothills within the next 6 months.

We will continue to monitor the situation on this issue.

What is the City of Calgary and the MD of Foothills doing with the Inter-municipal Development Plan (IDP)?

The short answer: So far, they have agreed to talk to each other, incorporate the feedback received from the open houses and are they working on updating the IDP.

If you have been following the announcements on our webpage, the City of Calgary and the MD of Foothills have been hosting several open houses. Their stated intention is to get a feel for what the communities would accept as far as things like annexation, future growth developments, and shared infrastructure costs etc. and to build a framework to on how to work together on these types of issues. We feel that this is a laudable goal so long as the process is transparent and it treats parties equally.

The updating of the IDP could be a long process but it should be considered a very important one, as it could potentially have the largest impact to the residents of the Davisburg and Dewinton areas. We expect there to be more opportunity for public consultation as it moves through the updating process – we’ll keep everyone posted.

Speaking of keeping everyone posted, we do plan to host another townhall meeting in the early part of 2016 so please stay tuned for further details!

FRFRD Townhall Meeting Cancelled Tomorrow

We apologize for the late notice, but we will be cancelling our Townhall meeting that was scheduled for May 13th at 7:00pm. There has currently been little change in the status of the purposed developments, but we are still working hard preparing for the eventual area plan submissions.
